For successive Pakistani governments, opacity has been the response of choice whenever confronted with their involvement in the human tragedy that is the ‘war’ on terror. Since the start of this global onslaught, rumors have swirled about ‘secret agreements’, ‘verbal agreements’, acts of illegal rendition, and selective protection of terror groups by the Pakistani state to further its officials’ ill-advised political aims.
