I believe she is dead right on that. (Warehousing in large State Facilities is out, and small private sector residential homes spread across the landscape is in) As such, the State gov is going to back this to the hilt, over private property right, as long as the composition of the voters in the Sac Statehouse remains the same. Both Dave and Paula can substantiate the sound of the second boot falling... The State has lots of experience dealing with us NIMBYs and they have found the solution. Some laws, like many types of inclusionary housing laws, can not be refused by the local citizens (or counties). The state does this intentionally stopping us from stopping the projects the State has determined are in the public interest (in other words, they dont give a damn about how much we say we dont want it, they are giving to us)
