Actually this legislation is not arbitrary as it is intentionally aimed at cheap-sh*t joints like WalMart that underpay their employees. Washington wants to NOT discriminate against the WORKERS by ensuring all of them get a living wage. Trust me, WalMart, there are PLENTY of other investors who take your place. No one in D.C. is going to miss WalMart.
