George Shultz the former US Secretary of State and now at the Hoover Institution at Stanford had urged us to write this paper and kept encouraging us to cover a topic that gets little traction in the Indian sub-continent. This was a great learning experience for, both, Shuja Nawaz and myself and we think we came out somewhat wiser after this. The important lesson being that both countries actually do not spend very much on defence, but lose on all other counts. The lack of bilateral trade and investments have cost us dearly.
