Greater Capital Plan Bhubaneswar : 3/September/2013 The Greater Bhubaneswar city model will fast take shape as the areas of the city particularly area under Bhubaneswar Development Authority (BDA) as per Comprehensive Development Plan (CDP) prepared by IIT, Kharagpur is set to expand from 419 square kilometre(SQ.KM) to 1100 SQ.KM. The greater Bhubaneswar has been envisaged with coverage of 146 more villages under its jurisdiction. The State Government today decided in this regard at High Level Steering Committee meeting held today at Secretariat chaired by Chief Minister Naveen Patnaik. Vishal Dev, BDA Vice Chairman apprised the Chief Minister about the Master Plan of the city and development activities and plans. Among others, Revenue Minister Surjya N Patra, Forest & Environment Minister Bijoy Shree Routray, Chief Secretary, J K Mohapatra, Development Commissioner, Injeti Srinivas, U N Behera, ACS Finance, Principal Secretary of various departments and senior officials were present. Talking to media persons, Housing & Urban Development Minister Debi Prasad Mishra said that according to CDP, the area of Bhubaneswar is spread over 419 sq km with 205 villages under BDA domain. As per the expansion programme, the area of the city will be expanded to 1100 sq km with inclusion of 146 more villages. The number of villages under it will go up to 351. While IIT, Kharagpur, has prepared CDP for 419 sq km, CIPET University, Ahmadabad has been asked to prepare detailed project report (DPR) for the development of remaining areas, he said. To ensure planned development of Bhubaneswar, the Minister added that development plans for four zones out of 14 zones (as per CDP) have been finalised while the remaining 10 zones will be planned by December this year. When planning for the entire city is over, the government will seek public opinion, Mr.Mishra said. The Urban Minister reminded that the Chief Minister had announced earlier construction of 10,000 affordable houses in the city at an estimated cost of Rs 237 crore. While BDA has already rolled out scheme for 5,418 houses, Odisha State Housing Board will construct another 5,000 houses soon. “The master plan for Greater Bhubaneswar envisages the 819 km ring road which includes up-gradation of 397 km of existing roads and construction of 422 km of new roads. The roads will facilitate Mass Rapid Transport Plan (MRTP). Rajasthan and Ahmadabad models are being studied for the purpose and DPR will be made soon. A committee has been constituted under the chairmanship of the Chief Secretary to finalise the DPR, land acquisition and operational issues,” Mr.Mishra added. Besides, South City comprising of Jagasara, Madanpur and Durgapur villages near Gothapatana having 1200 acres of land is being developed after memorandum of understanding (MoU) with Ahmadabad Municipal Corporation was signed on August 6. Renowned architect DG Pandia is most likely to plan out the city. This apart, new building regulations, Bus Rapid Transport System (BRTS) and other issues were discussed in the meeting.
