Guyana, even more so, needs to disband its Police Force. Adams was a senior rank and has been a credible crime fighter who has very good reasons for his comments, but disbanding a force is not going to solve the problem of the pervasiveness of crime in either Guyana or Jamaica. In the case of Guyana, the principals of crime have to be removed from the kleptomanic towers of political office before a new, well structured and trained Police Service can have any effect on enforcement, prevention and solving of crime. The trouble is that there are now too many wealthy stakeholders who want the status quo to remain. It a structural problem. In the case of Jamaica, radical reform might be more effective than disbanding. But even with radical reform or disbanding, one can predict that crime will only temporarily be abated. Crime reduction and control in Jamaica has to begin from inside the communities; then the police has to be effective enforcers of the law, competent solvers of crime and be there in sufficient numbers to be effective in prevention.
