H. Res. 588 will reach the floor of the House of Representatives tomorrow for vote, Tuesday, July 8, 2014. Please contact your Members of Congress today to show your support for H. Res. 588. (contactingthecongress.org/). On June 26, 2014, the House Foreign Affairs Committee, passed legislation to urge the resumption of adoptions in the Democratic Republic of the Congo. The Committee passed, as amended, H. Res. 588, which: • Affirms that all children deserve a safe, loving, and permanent family. • Recognizes the importance of ensuring that international adoptions of all children are conducted in an ethical and transparent manner. • Expresses concern over the impact on children and families caused by the suspension of exit permit issuance within the Democratic Republic of Congo. • Requests that the Congolese government resume processing adoption cases and issuing exit permits, prioritize the processing of intercountry adoptions which were initiated before the suspension, and expedite the adoption processing of medically fragile children. • Encourages continued cooperation between the Department of State and the Democratic Republic of the Congos Ministry of Foreign Affairs to improve the intercountry adoption process and ensure the welfare of all children adopted from the Democratic Republic of Congo. On the passage of H. Res. 588 Chairman Royce said: Over 900 American cases are caught up in this Congo adoption limbo. This situation is inhumane and unsustainable. I witnessed first-hand the power of providing a child with a loving home, when my Chief of Staff adopted internationally. These children must be allowed to make their way to the homes that so desperately want to care for them. Passage of this resolution today sends a strong signal to Congo that we need to unite these affected families.
