// HEADCANNON: So in Arkham Origins, the plaque is seen in Lacy towers, meaning that Penelope Young was living and or working almost across the hall from Black Mask. Assuming that Black Mask wouldnt want any of his neighbors calling the GCPD about his shady actions, I figure that he must have bribed or threatened her to stay quiet. Later in the game, we find that the Joker was pretending to be Black Mask for god knows how long, meaning that Joker could have been the one to threaten Penelope. After finding out who the Joker was, she would become petrified by him. What if she took the job at Arkham Asylum so she could be higher than him to sooth her own fears, but quickly realized that there was no stopping him. What if she knew what Titan did the whole time, and knew that Mr. White was the Joker, but continued her work because of how scared she was of him.
