HEAP’S SUMMER CRISIS PROGRAM TO RUN JULY 1 – AUGUST 31 AT MYCAP OFFICES IN YOUNGSTOWN & SEBRING A special component of the Home Energy Assistance Program (HEAP) offered by the Ohio Development Services Agency, Office of Community Assistance, administered by MYCAP, is the Summer Crisis Program (SCP). The program assists income eligible Mahoning County residents and other Ohioans with cooling assistance during the summer months. The program runs July 1, 2013—August 31, 2013. It will provide electric utility and/or cooling assistance to households with incomes up to 175% of the 2013 Federal Poverty Guidelines (listed below). Household members under age 60 with a medical condition, must have physician’s documentation or a prescription issued no more than one-year prior to the date of the SCP application. Customers with a medical condition classified as CHRONIC by a licensed physician or registered nurse practitioner must resubmit medical documentation every three years. Documentation needs to state the household member would benefit from continued electric service or an air conditioner. Households with a person age 60 or older do not need a physician’s prescription or documentation and may receive assistance if they’re income eligible. Residents age 60 or older, or residents who have a prescription, may receive air conditioners or fans, and/or payment on their electric bill if they are in default on the Percentage of Income Payment Plan Plus Program (PIPP Plus), their electric service is disconnected, or they are facing disconnection. The maximum benefit for customers is $175. This benefit may be used for electric bill assistance, and/or provision of an air conditioner. The maximum benefit for customers served by rural electric cooperatives and municipal utilities is $250. If the electric bill is not in a tenant’s name, the tenant cannot receive utility assistance or an air conditioner. This guideline is different from the 2012 requirements. The chart below determines if applicants are eligible. In addition, the following requirements must be met: 1. The program is available to income eligible Mahoning County residents. 2. The total household income for the most recent 90 days. 3. Social Security cards for all household members. 4. Customers with a medical condition must provide a physician’s prescription or documentation that states, “Due to an illness, this client would benefit from continued electric service and/or an air conditioner.” Scripts must be dated within one-year of the SCP appointment. 5. Others with a medical condition classified as Chronic must submit documentation signed by a licensed physician or registered practitioner. This must be submitted every three years. 6. There is a limit of one air conditioner per household every three years. To receive an A/C in 2013, you cannot have received one in 2010, 2011, or 2012. 7. Residents with a tenant-based HUD Section 8 housing subsidy are eligible if the electric bill is in their name. If the electric bill is not in the tenant’s name, the HUD Section 8 tenant cannot receive utility assistance or an air conditioner. According to the Ohio Development Services Agency, this year the Summer Crisis Program across Ohio is expected to assist approximately 40,000 households. Residents must call MYCAP to make an appointment at the Youngstown office toll free at 1-866-223-1125, or at the Western Mahoning County office in Sebring at 330-938-6166. A limited number of walk-ins will be seen at the MYCAP Youngstown office at 8:00 a.m. during the weekdays beginning July 1. Walk-in customers are those with no electric service.
