Herb Silver was in Washington with the APTA on July 22nd and 23rd to lobby congress concerning repeal of the rules and laws that are detrimental to the sustainability of Medicare (SGR, Opt-out legislation, locum tenens rules for PT, multiple payment reductions, physician owned physical therapy practices). All of the rules decrease the ability for PTs to provide cost effective care. The most recent reductions in PT reimbursement have brought us back to 1994 levels! And, every $1 spent on PT reduces health care costs by $2--why would you want to make it more difficult for people to get effective PT?
