ARTICLE 6: CONDITIONAL USES SECTION 603.04 MINING/QUARRYING/OTHER EXTRACTION ACTIVITY Extraction of resources may be allowed as a Conditional Use when in compliance with the following. A. Plans and specifications submitted to the Planning Commission for approval must contain sufficient information to allow the Planning Commission to consider and set standards pertaining to the following. 1) The most appropriate use of the land. 2) Setback from the property line. 3) The protection of pedestrians and vehicles through the use of fencing, screening and setbacks. 4) The protection of fish and wildlife habitat and ecological systems through control of potential air and water pollutants. 5) The prevention of the collection and stagnation of water of all stages of the operation. 6) The rehabilitation of the land upon termination of the operation including consideration of final slope of cut banks and leveling and/or restoration of terrain. B. Surface mining equipment, the mining process itself, and necessary access roads shall be constructed, maintained and operated in conformance with the standards and regulations of the Oregon Department of Geology and Mineral Industries and the Department of Environmental Quality.
