Hey guys, I need advice. My daughter was out riding her bike this morning when she came across this poor thing. He is emaciated as all heck, starving, thirsty and can barely walk. Im thinking this house he was found at is his home, but what concerns me is this dog is obviously being neglected. It has no access to food or water. Do I just stay out of someone elses business with the hopes that this dog is just very old and not being neglected or do I confront the owner.....If I can EVER catch them at home
