Hi folk todei I had long call wth George Muiiji, who was the ESP projects co-ordinator based at Treasury... We discussed various issues pertainin the projects ..Very confidently no money was returned to the Treasury he laments... Several projects started under a Sh22billion programme five years ago during Kibaki regime.. this s when the president unveiled it in the 2009/2010 Budget.....The programme was crafted on the premise of being the engine that would restore the economy growth,expand economic opportunities and create employment fr youth but the economic stimulus programme (ESP) has failed to live up to its billing..the initiative was meant fr construction of schools, health centres nd so on,...Sadly my own homeground is among the victim of the project... County Governments now want the National Government to either hand over the stalled projects to them..... I promise to visit him at treasury next month fr deep discussion......
