Horror in Siolim Someone please help.! 8.00 am Yesterday female dog with Rabies was beaten to death in Siolim, Porta Vaddo, opp ICICI Bank, near AJ Supermkt. There is a Tailor there Rafiq who saw everything. 9.00am We rushed to the spot, with a Vet , Dr Kumar, to find this horrific site and phoned Mission Rabies but they were busy , in inland Goa. 10.am. I phoned the Siolim Marna Panchayat 0832 2272205 to ask the for phone number of Siolim Government Vet Centre, but they said the “don’t have any such number” , 10.30. We went to Siolim Govt Vet Centre, but there were no vets there . A Ms Sanjana told us vets were all out, & it was not their job to dispose of the dog, or even to go to the area to see if anyone else was bitten. We were not given phone numbers of Vet & were told they would not call us back. Dr Kumar told her it was a VERY DANGEROUS SITUATION, because the dead body could spread rabies ,. If a dog, cow or human touched it. But they were not interested. 11.00. Some local residents went to the Panchayat asking them to dispose of the dead dog. They said it was not their job, & gave them Rs500.00 to bury the dog. They told them this was VERY DANGEROUS, as any water rising from the grave could be infected with rabies. The Panchayat were not interested. 12.00. The residents “buried” the dog & are not telling anyone where they buried it. This is a VERY DANGEROUS situation. This is not an isolated incident and is happening in Goa often. India has the highest Rabies rate in the World. With the attitude of Panchayats it is no surprise. There could be a disastrous situation soon in Goa, as Mission Rabies ( from the UK) will leave by the end of this year . They say their plan was to train Panchayats & Municipalities to catch & be responsible ( as per Panchayat Raj Act ) for stray dogs in their area. The input so far is ZERO. Stray dog population increases due to poor garbage disposal. It is interesting to note , that in a town as large as Siolim, there is NO GARBAGE COLLECTION OR SEGREGATION WHATSOEVER.!
