I am very much happy that Nepal is going tore define foreign aid policy.Our policy; I have some suggestions free of cost but in national interest 1 must focus on self reliance 2 decrease foreign dependence 3 not more than one ingo from one country 4 Ingos to be audited under Nepali law 5 audit report to be submitted to Nepal government 6 consultants to be hired where Nepalese experts are not available in the specific sector 7 open competition in hiring consultants 8 Number of foreign employees to be tied with the quantum of assistance 9 Upper limit of administrative expenditure of the ingo has to be fixed 10 Foreign employees should produce an affidavit that they shall not engage themselves in political activities and shall not tamper local religious and social fabric 11 consultants shall be liable for corruption ,recklessness and negligence in work 12 ingos shall make public their report annually and produce to the designated ministry 13 Foreign agencies shall at the out set deal with foreign ministry meeting the diplomatic norms 14 Nepal shall regret to accept in accept assistance in certain areas where it has its own capacity( i. e.sectors,commodities,experts etc) (drafting of constitution/law/policy) 15 Priority of foreign aid shall be on infrastructure development 16 Nepal shall allow foreign assistance through the govt channel /prior approval of the government 17...
