I assisted in a condos First AGM just yesterday. Its akin to a home owners associations Annual General Meeting, in the U.S. There have about 550 owners in the said condo. Only 19 owners turned up, and so lacking in the quorum, which should be 90, based on the books, of credentialed owners, for some reasons. There was a draft copy of the provisional bylaws, which was done haphazardly. All the vital clauses, such as the monthly maintenance payment, interests to charge if in arrears, notice to call for demand if in default, etc., were lumped into minor administrate matters. Yet the meeting was to vote to adopt the bylaws and to elect the first Council Members to lead and manage the entire condo of a medium size. What astounded me was the scanty number of owners present who are to decide the future of all 550 owners for all matters relating to their vested interests! Dont they feel its so risky especially theyve accumulated a so called Sinking Fund of about RM 1m. I was later asked to preside at the meeting instead, as it was almost on the edge of chaos. I stopped any crisscrossed debates. All speakers must obtain their floor first from the chair before speaking and address their speeches to him instead. Peace was vividly restored, when I decidedly rapped my gavel to call for order, a few times. I didnt allow mini meetings between and among some and request them to respect the meeting in progress. If urgent and not germane to the proceedings, I requested them to talk outside the meeting proper. A few apparently got agitated as I read from their faces. I stated in no uncertain terms, I focused on the issues, not on personalities. It hit home. The meeting managed to elect the 11-member Council, and ended on a happy note. There was a good round of applause. The COB representative was present. I had my day and enjoyed it. More so intellectually.
