Meaning that if a president wants a law of any sort, all he/she has to do is find some random country that will agree and sign a treaty. Congressional approval would not be needed since the precedent would reflexively nullify the approval process. This is the paramount moment on whether we are a constitutional republic or a authoritarian regime.
