I spoke at Eastbourne Borough Councils Cabinet meeting this evening in support of seafront cycling, and questioning if the byelaw forbidding it at the moment actually needed changing. The boroughs legal advisor assured us that a similar council was sued for a 6 figure sum after they never changed their byelaws and a cyclist had an accident. The byelaw will take 9 months to change, but work has started on this. Cllr Heaps asked the obvious question as to why work has only just started on the byelaw if the council has been talking on allowing cycling on the seafront for the past 7 years. No direct answer was given. Cllr Patrick Warner, Cllr Steve Wallis and Cllr David Tutt all spoke positively on cycling so it will happen, just not as quickly as we hoped.
