IIED publications on climate change resilience added to SEA Change CoP resource library The following publications have been produced by International Institute for Environment and Development (IIED) (pubs.iied.org/) regarding climate change resilience. “Mainstreaming climate change resilience into development planning” is an interesting approach because it is usually the public sector that responds to climate change, often taking a linear ‘line of attack’ that describes the problem, seeks evidence, then proposes and implements a solution. But because of the size, uncertainty and cross-cutting nature of climate change impacts, policymakers from both state and non-state organizations need a more flexible, holistic and integrated approach. The “Mainstreaming climate change resilience into development planning” approach has been piloted in four countries in development, being Bangladesh, Cambodia, Gambia and Kenya. Below some resources! April 2013: Mainstreaming climate change resilience into development planning in Bangladesh Between November 2011 and October 2012, government staff from diverse backgrounds came together at a course facilitated by IIED at the International Centre for Climate Change and Development (ICCCAD) to share and reflect on their countries’ experience and needs around integrating climate change into development planning. Based on these discussions, they identified three building blocks for successful mainstreaming: an enabling environment, policies and planning, and projects and programs. This country paper reflects Bangladesh’s experience against this building blocks framework. seachangecop.org/node/2236 April 2013: Mainstreaming climate change resilience into development planning in Cambodia This country paper reflects Cambodia’s experience against this building blocks framework. seachangecop.org/node/2235 April 2013: Mainstreaming climate change resilience into development planning in the Gambia This country paper reflects the Gambia’s experience against this building blocks framework. seachangecop.org/node/2233 April 2013: Mainstreaming climate change resilience into development planning in Kenya This country report reflects experience in Kenya against the building blocks framework. seachangecop.org/node/2234 April 2013: Climate investment funds – Understanding the PPCR in Bangladesh and Nepal The Pilot Programme for Climate Resilience (PPCR) has operated in nine countries and two regions. It aims to support these countries and regions to prepare and implement climate resilience programmes that are long term and integrated into wider poverty reduction and development planning. Sharing early insights gained from the experiences of two pilot countries — Bangladesh and Nepal — can help to inform the ongoing PPCR implementation process and offers early guidance on issues that may arise in delivering transformative programmes. seachangecop.org/node/2231 March 2013: TAMD climate change indicator 9 – Vulnerability/resilience A key impact of adaptation assistance will be to increase people’s ability to cope with and recover from the effects of hazards associated with climate variability and change. Adaptation interventions should make people less susceptible to harm when they are exposed to such climate hazards. Here authors use the concept of vulnerability, due to its widespread adoption within the body of climate change adaptation literature and practice. The approach outlined below may also be applied to the assessment of (changes in) adaptive capacity. This indicator aims to capture reductions in climate vulnerability, while addressing the highly contextual factors that influence vulnerability. seachangecop.org/node/1723
