IP creation requires a well- thought out strategy and funding regime to motivate IP creation. The current funding structure (NZ Film Commission and Nz On Air) needs to open up support for NZ filmmakers to tell international stories. A small country like NZ must tell stories that appeal to international audiences and attract international co-production funding. Only big studio/production companies with reserves, have the ability to invest in IP creation. It can take 3-5 years to get a film or TV series greenlit. Secondly, this is not a grant or subsidy. It is a rebate. International productions spend their money here and a rebate is provided. No money spent, no rebate. IP creation must accompany the rebates. Thirdly, the Government review errs on facts and analysis. Its 2.5 years late, our currency went up, other countries got it (UK is a success in point), there was no consultation with industry. Were now uncompetitive. Millions spent on upskilling, equipment and technology, have now gone overseas. Even if we get IP creation up in 3-5 years time, there will be noone to service it then.
