If the head of the country’s penal system cannot be expected to resign in the aftermath of the ongoing scandal at the national penitentiary, then he must be fired. And yes, I still believe in Santa Claus. Seriously, I wonder who the under-fire director of the Bureau of Corrections, former police general Franklin Bucayu, considers his political patron. The reason I ask is because, instead of doing the honorable thing and taking ownership of the scandal at the New Bilibid Prisons, Bucayu has even declared that no way is he resigning as BuCor chief. There is a fine point to be made here: most government officials in this country don’t quit even if they themselves are suspected of corruption and other serious offenses on the job. They take the view that if they merely keep their heads down until a crisis that is besetting their agency or department blows over, they’ll be just fine.
