If you see this going by - NOPE. Bolivias economy is growing because: they privatized state-owned businesses, which were lining the pockets of the corrupt, and accorded foreign investors the same treatment as Bolivian citizens (so that their investments could not be appropriated at government whim), and instituted free market policies in the resource sector. It was evil foreign capitalists (mostly icky petroleum and mining companies) that turned Bolivia around - and while they were doing it, all the good pure domestic socialists were screaming about how they were raping the country and killing the environment.
