Imagine a society where people get along, regardless of race, creed, socio-economic status, gender, political persuasion, educational level, or nation of origin. What would it be like to know your neighbors well enough that when you go for a walk through your neighborhood, you feel entirely safe doing so. As you pass homes with friends in their front yards, you call out to them by their first name, ask how the spouse and kids are doing, and if they all had a good time at the family reunion last week? You know one another that well. A little further along, another neighbor asks how the job’s going? Matter-of-fact conversations with people who live throughout your neighborhood (who you currently don’t even know in your real life) are commonplace and acceptable as normal parts of daily life. Then there’s the issue of community self-defense. How different would it be if your local community had a bottom-up emergency community readiness plan in place, where everyone in town knew specifically what their role was and what they were supposed to do in an emergency? Local residents get together every month in small local groups at the precinct level to train and discuss priorities, strategies, logistics, vital functions, and preparations for natural or man-made disasters such as hurricanes, tornadoes, major ice, wind, or snow storms, power outages, food shortages, fuel shortages, communications failures, or economic calamities. Things are coordinated from the community level to the governor’s office. People know their specific roles and responsibilities. Everyone cooperates. Those who want to sit on the sidelines are an exception; civic pride is commonplace. Those who neglect their duty to the community are considered to be unpatriotic and un-American. The few who fail to participate are not only treated less politely by society, they are fined for their neglect by governing authorities, or pay excessive fees to opt-out of their duty, if legitimately are unable to participate. Joining in as a citizen is just matter-of-fact. That’s the way it is, and everyone contributes as diligently as they do in paying taxes, voting, or other forms of civic participation. What about personal self-defense? Owning a gun isn’t scorned or criticized. In fact, training in alternative forms of self-defense is also encouraged. The law makes it clear that every citizen who enjoys a free government knows it is their duty to be armed and accoutered for service to the community and the State. Citizens train together on a regular, monthly basis. People with specific technical or specialized skills go through regular certification and training to improve their skills even more. Those who don’t know how to handle a rifle or hand gun are required to personally learn specific information so that they are comfortable with a weapon if it is necessary to maintain one, or use it in an emergency. If they are conscientious objectors, they still know basic skills of community self-defense and preparation, like everyone else, even if not interested in using such skills in regular situations. At least they aren’t ignorant. Every month, the local citizens gather to discuss how to keep their neighborhoods safe, discuss what to do if anything unusual occurs or happens, and plan for emergency operations in the event something does go wrong, though they hope such a situation never comes about. Every quarter, the entire community gets together for a general meeting to discuss issues important to the overall civic society, including discussions and votes on referendum and initiatives that are relevant to the local area. During these meetings, the Sheriff, Police Chief, and other local law enforcement personnel go through specific training in special areas of expertise for individual citizens as required by State laws. Everyone appreciates the instruction and pays close attention so that they are able to pass certified exams required of all citizens. Regular training takes place throughout the year for those who wish to enhance their skills and credentials. The entire community is prepared for any very interesting emergency that may require local citizens to participate and cooperate in community self-defense. Does this appeal to you as an American citizen? What is this description all about? This is the way that the “well regulated Militia” is supposed to operate under State law and regulation as constitutionally described in the first Clause of the Second Amendment. While the details of the above scenario might be slightly different than what is described here, the general idea is clear. The most important resource of the State is its people, working together as a well-organized unit to provide statewide security and protection in a spirit of patriotism and civic unity, under State sanction. That’s right. This entire scenario was legally enforced with hundreds, perhaps thousands of state laws, regulations, and statutes. That is what “well regulated” meant! This is the way that the pre-constitutional and State constitutional “Militia of the several States” was designed to function and did so for over 150 years from the times of the first colonial settlements in America. And here’s the incredible thing. Up until 1903, this was the law of the land in every State in the Union. The Dick Law of 1903 (Militia Act of 1903) was the legislation that compelled State legislatures by 1908 to remove legitimate laws regarding State Militia in the (then) forty-six existing U.S. States and replaced them with substitutionary federal forces that are not Militia. Congress and State legislatures co-opted and subverted the critical elements of community and State self-defense (in order to partake of federal funds for their National Guard) so that today we no longer have this critical checks-and-balance to the intrusions of the general government out of Washington, D.C. In this way, the local communities have lost their political cohesiveness and ability to maintain proper self-defense and emergency preparedness. Civic pride and political awareness have been compromised and replaced with top-down, statist systems and institutions, like the alphabet agencies and pending para-military police state threats that undermine the ability of the People to govern ourselves, and avoid potential future threats of democide (death by government) in America. We need to work together in revitalizing the first Clause of the Second Amendment to alter and restore the form of government that is best fitted to maintain our security and happiness at the State level, as the U.S. Constitution provides for in “[a] well regulated Militia, being necessary to the security of a free State. . .” If this entire concept appeals to you, you can learn more about how to revitalize this constitutional establishment at rt2a.org.
