Important Water Supply Update 29th October 2013 29/10/2013 7:36 pm Nightly Water Restrictions to apply to all areas of Dublin this Week Due to a serious production problem at Ballymore Eustace Water Treatment Plant, Dublin City Council, on behalf of the four Dublin Local Authorities, is urging consumers all over the Dublin region to conserve water, in an effort to restore levels in our treated water reservoirs to normal. Nightly restrictions, which are likely to lead to a loss of supply, will be put in place from tomorrow, Wednesday 30th October from 8.00pm in the evening to 7am the following morning. It is likely that restrictions will remain in place until at least next Monday 4th November, and will be reviewed on a daily basis. This will assist us in replenishing treated drinking water levels to a normal level. The reason for the restrictions is due to a serious production problem at our Ballymore Eustace Water Treatment Plant, which has caused a significant reduction in water production since last weekend. Prior to this, we had introduced reductions in water pressure during the night in an effort to replenish storage levels, but this did not achieve the desired effect. We are working assiduously to identify the cause of the problem and to mitigate the effects, but it may take some time to completely resolve the issue. It should be stressed that there is no problem with the quality of treated drinking water or with storage levels of untreated/raw water. In an effort to maintain storage of treated water at a sustainable level, we are asking consumers to help us in restoring adequate water supplies by restricting their use of water as much as possible. We are asking people to visit taptips.ie for easy water saving tips. We will be shutting off supply each night this week in order to conserve supplies. While we will make every effort possible to maintain pressures during peak demand periods, pressures will be reduced during the times indicated above. This will result in lower pressures and loss of supply across the entire Dublin region. The four Dublin Local Authorities apologise for any inconvenience caused by these restrictions and will do everything possible to minimise their scale and duration. We are asking consumers bear with us while we work to restore the water supply to normal. Press Releases will issue each morning during the period of restrictions providing a daily update of the situation. Water is precious. Let’s conserve it. We strongly urge consumers all over the Dublin Region to help conserve water by restricting their use of water during the day as much as possible, especially over the coming days. Small adjustments to some of our daily activities can help to significantly reduce the volume of water we use without impacting on our lifestyle. Some easy water saving tips include: Keeping a jug of water in the fridge instead of running the tap – running a tap for one minute to produce one cold glass of water wastes 6 litres of water; Not delaying in the shower – 10 minutes in a power-shower uses 250 litres of water – two-and-a-half times more than a bath does (100 litres); Turning the tap off for two minutes while brushing your teeth will save 12 litres of water; Turn the dishwasher and washing machine on only when they have a full load; Minimising use of the flush on toilets and if using a dual flush system, use buttons 1 (small flush) and 2 (large flush) correctly. The areas likely affected are listed below: Griffith Ave, from Charlemont to the Malahide Road Malahide Road, from Griffith Ave to Tonlagee Road Tonlagee Road to Kilbarrack Road Kilbarrack Road to the Dublin Road and all above surrounding areas. Including: Donnycarney, Artane, Killester, Coolock, Edenmore, Kilbarrack, Raheny and surrounding areas. The attached map indicates the areas which will most likely to be affected by the water shut. You can zoom in by changing the view to 100%. Dublin City Council will provide a number of water tankers. There will be mobile tankers available to go to the areas where they are most needed, in response to requests from the general public or from businesses. We will also have a stationary tanker located close to the grounds of Donnycarney Parish Church on the Malahide Road. This tanker should remain at this location all day (9.30am-5pm on Sunday 30th June 2013) leaving only to refill if necessary. As a result of a review held yesterday (Thursday 4th April), the following phased removal of pressure restrictions apply. With effect from today (Friday 5th April) we expect to return to a regular service, albeit with reduced pressures, over the weekend. The reduced pressure regime will cease when full production is restored at the Roundwood Water Treatment plant. Dublin City Council wishes to apologise to our customers for the water restrictions we have had to put in place over the past week. Due to the cooperation of all water users, we managed to save a significant amount of water. Our regional strategic storage, which was at an extreme and unsustainable low level last Thursday, is almost back to its target level. We will continue to review and monitor the storage levels on an ongoing basis, but cannot rule out a return to more stringent restrictions if problems persist or the situation deteriorates. Water demand is currently running higher than average due to the cold weather, which has caused an increase in leakage particularly on our old Victorian distribution system. Our crews are working flat out repairing any breaks as they arise. To help us in this regard we would ask people to report any location where they see water rising or running. The single major issue still affecting us is the severe disruption to water production at our Roundwood Treatment Plant. This normally produces 66 million litres a day ( out of a maximum of 560 million litres for the entire Dublin Region) but is now down to an average of 40 million litres a day, a shortfall of 26 million litres. There is no problem with storage levels of untreated/raw water and there is no problem with water quality of treated water. The region does not currently have a normal strategic reserve of 10-15% to meet such problems and has at best a limited 1% reserve, which will improve in future with new investment and conservation measures in the planning and construction stage. In an effort to maintain storage we are asking consumers to assist us in maintaining adequate water supplies by restricting their use of water as much as possible. If all of our customers could reduce their consumption by 5%, and maintain this reduction, restrictions could cease almost immediately. We expect to implement a gradual phased reduction in restrictions until Roundwood is back in production. Over the weekend, customers should have water supply at their cold taps. They may not always have sufficient pressure at night to fill their storage tanks, but as these will fill during the day, most customers will be unaffected by the pressure reduction. Customers should be aware that unlike some other utilities like ESB, water distribution systems cannot be operated and managed to the point where the exact locations and precise times at which the effects of pressure alterations (both increase and decreases) will be experienced, however we do make every effort to ensure that the times and areas affected are limited. Dublin City Council regrets any inconvenience caused by these restrictions and will do everything possible to minimise their scale and duration. While we will try, as far as possible, to maintain pressures during peak demand periods, pressures will be reduced at other times. This will result in lower pressures and in some cases possible loss of supply. People may notice reductions in pressure or loss of supply from 9pm to between 7am and 9am throughout the entire city. We apologise for the inconvenience caused and will do everything possible to minimise the scale and duration of the restrictions.
