In celebration of the Ibalong Festival 2013, Legazpi City finally brought home the much acclaimed "Ibalong, the Musical", which had a month-long run at the Cultural Center of the Philippines (CCP) in March this year. On this occasion, the City Government of Legazpi City and Tanghalang Pilipino also recognized the support and contribution of OFELIA M. PERALTA, Ed.D., Directress, Sunshine International School and FAY M. LAURAYA, Ph.D., President, Bicol University. The Hon. Mayor Noel Ebriega Rosal presented a Posthumous Award to Dr. Merito B. Espinas "for his invaluable contribution in popularizing the epic - Ibalong. His untiring researches and studies made possible (our) awareness of history, culture and literature, thereby instilling in (us) Bicolanos the richness of our past." It has been more than 20 years since former Mayor Imelda Roces started the Ibalong Festival in 1992 in a bid to instill among Bikolanos a sense of identity and pride. By her side was Dr. MERITO B. ESPINAS and his lifelong body of work not only on the epic-fragment itself but especially on "Ibalong, the Untapped Component to Bikol Economic Development" and "The Ibalong as Pageant: Scenario for Street Presentation."
