In project terms, “English votes for English laws” is a requirement (one I agree with), not a solution. A solution to deliver Eng/Scot/Welsh/NI votes for Eng/Scot/Welsh/NI laws may need to (should?) include a devolved English govt/parliament/assembly. I’d like to see requirements saying: - the devolved English assembly not be in London (suggestions welcome) - the residual Westminster federal govt be much smaller than now (the MPs could fit into the HoC) and contain no bishops or other hierarchs A big job, but comparable with a business change in a large organisation. Need good Business Change Managers. Use of the subjunctive for requirements is optional, but I like it.
