All of the water came from a failure in the water feed from Minneapolis to Crystal & New Hope-no impact to utility service for Robbinsdale homes and businesses. The water and sand carried with it also got into the sanitary sewer and caused blockage causing sanitary sewers to back up nearby. The sanitary sewers were reopened as part of the initial work on site. The water pipe should be able to be repaired quickly, reconstructing the street will take longer-no time frame yet. This is the same pipe which failed last year about 2 blocks east. The Joint Water Commission (JWC) had tested the line for leaks after last years failure and the line east of CR81 is being replaced as part of the current reconstruction project. They have a system which allows the line to be closed off remotely which (believe it or not) reduced the amount of water that poured onto our streets. Robbinsdale has a no-fault sanitary clean up policy (adopted this year) to assist residents with initial clean up for backups not caused either by the city or the home suffering the damage. Usually this is for when someone else flushes something they should not have and it causes a blockage. Residents were directed to contact the city with reports of damage both water and sewer; claims are being submitted to the League of Mn Cities Insurance Trust. Property owners should also submit claims to their homeowners insurance. An adjuster was assigned and in town Friday following up on claims. Owners were asked to take photos and document damage, but not delay clean up. The insurance trust is a self-funded insurance with participation from nearly every city in the state and other agencies like the JWC. Robbinsdale began a targeted program to begin rebuilding streets and replacing aging underground water/sewer lines about 10 years ago which prioritized streets based on water line break history (where we have 6-8 inch mains not anything like the 36 pipe that broke Thursday night), sanitary sewer issues, and need to add storm sewers because of flooding. This new plan took up where the 1980 street repaving plan left off. The city is very conscious of the need to address both surface and subsurface issues. The program targets a mile of reconstruction per year. We also resurface about a mile of streets each year which have failing surface but less troublesome subsurface-streets resurfaced are not those which are not expected to be rebuilt in a 10 year horizon.
