Invitation for Bids (IFB) The Government of the Kingdom of Lesotho Metolong Dam Water Supply Programme MA-EIB-W-005 to 011 Construction of Rural Water Supply and Sanitation (WATSAN) Phase 2. 1. The Government of Lesotho has received a loan from the European Investment Bank (EIB) towards the implementation of Metolong Dam and Water Supply Programme (MDWSP). The main aim is to secure potable water supply to the greater Maseru area and surrounding towns through the construction of the Metolong Dam and associated water supply infrastructure for MDWSP. As part of the programme, the Government, acting through the Metolong Authority (the “Employer”), intends to apply a portion of the Loan from the European Investment Bank towards construction of the second phase of the rural water supply and sanitation (WATSAN Phase 2) within the MDWSP area. Any payments made under the proposed contract will be subject, in all restrictions, on the use of EIB funding and conditions to the disbursements of same funding. No party other than the Government and the Employer shall derive any rights from the funding or have any claim to the proceeds of EIB Funding. 2. The Metolong Authority (MA) now invites sealed bids from eligible and qualified bidders for the Construction of Metolong Rural Water Supply and Sanitation (WATSAN) Phase 2. 3. Bidding will be conducted through the open procedure (OP) specified in the European Investment Bank, Guide to Procurement - 2004and is open to all interested qualified tenderers. 4. Qualifications requirements include: evidence of previous successful completion of similar rural water supply and sanitation projects. 6. A margin of preference shall not be applied. 7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address above and upon payment of a non -refundable fee of LSL1,000.00(Lesotho Loti One thousand only) or an equivalent amount in freely convertible currency. A site meeting will be held on Wednesday14January 2015 at the Metolong Dam site with a preliminary meeting at Mmelesi Lodge Thaba-Bosiu, situated along the main road to Metolong Dam at 9:00hours local time. 9. Bids must be delivered to the address in “10.” below on or before Tuesday 10 February 2015 at 11:00 hour’s local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 11:30 hour’s local time.
