JOB OPPORTUNITY – SWE THA HAR SOCIAL SERVICES POSITION TITLE : Admin/Finance Officer REPORT TO : Executive Director LOCATION : Based in Yangon STAFFS REPORTING to this position: 3 (Admin/Finance Assistant, Sub office Admin/Finance assistant, Cleaner/ Guard) I. THE PURPOSE OF THE POSITION This position is responsible for the overall financial and administrative management to the National office and Sub-Office team in ensuring efficient functioning of internal control, policies and procedures, cash management, security of assets and funds, financial accounting, reporting system and budget management. It shall ensure compliance with organization finance policies and procedure issued from time to time to promote good stewardship of funds and resources. In addition, this position shall work in close coordination with Executive Director and Management Committee for standardize the organizational finance manual, directives, budget information, account coding and reporting system. II. MAJOR RESPONSIBILITIES 1. Design, implement and maintain systems and internal controls in order to provide appropriate levels of security over the projects’ resources and operations and to ensure acceptable audit risk standards. This includes the implementation of policies and procedures stated in the Swe Tha Har Social Services Finance Manual. 2. Provide overall financial management and actively participate in resource development in cooperation with Executive Director and Management Committee. 3. Provide technical assistance to sub office coordinator, project managers, in particular preparation and monitoring of annual budgets/donors budget approved, including ensuring adequate resources for project implementation and administrative support. 4. Supervise the finance/admin unit in maintaining of accounting systems and data and the presentation of financial data for both internal managerial purposes and external reporting requirements, including providing accurate and timely financial reports. 5. Ensure all staffs are supported, trained and developed in financial and administrative management for effective running of the program. 6. Ensure actual project and expenses are within available resources and funding. Ensure all costs charged to grants are allowable. 7. Ensure the projects are audited on an annual basis/ requirement of funding partner and take appropriate action to address audit findings and recommendations. 8. Explore ways to optimize operating costs without compromising program quality. 9. Conduct periodical field support visit and communications 10. Participate in Management Team meeting as scheduled and otherwise as necessary. III. REQUIREMENTS • Professional accounting qualifications such as Bachelor’s degree in Accounting, LCCI, ACCA, etc. • Proven knowledge of Generally Accepted Accounting Principles and a practical knowledge of financial systems and procedures, and internal controls. • Proven experience in treasury activities, establishment and monitoring of budgets, and a working knowledge of computerized accounting system, such as QuickBooks. • Computer literacy and a working knowledge of spreadsheet application essential, ideally EXCEL. • Ability to lead and manage a (small) team • Sound judgment, planning and interpersonal skills. • Experience in management and administrative skills with the ability to think laterally. • Willingness and capacity to travel to field office outside of Yangon • Commitment to Swe Tha Har principle and values including personal integrity, self-discipline and teamwork. • Exposure to NGO work is an advantage Interested and qualified applicants are required to send your Cover Letter and Curriculum Vitae to Swe Tha Har Social Services Office or by email: swethaharsocialservices@gmail until JULY 19th, 2013 before 5:30pm.
