JUDICIAL OFFICERS SHOULD NOT BE TRANSFERRED FREQUENTLY - Several voices have been raised against recent transfer of Jalandhar Commissioner of Police Kunwar Vijay Pratap Singh in less than three months. Actually no civil or police officer should be transferred frequently barring exceptional cases. Several Commissions have also recommended against frequent transfers of police and civil officials for their better performance. A few days ago, Punjab and Haryana High-Court shifted two Punjab judicial officers. In its order on August seven, High-court shifted additional district and sessions judge Gurmeet Kaur from Ludhaina to Jalandhar, whereas additional district and sessions judge Gurnam Singh transferred from Jalandhar to Ludhiana. Gurmeet Kaur has been shifted in less than five months from Ludhiana as she joined there on April 1, 2014 whereas Gurnam Singh has been shifted from Jalandhar after one year and four months. In my view judicial officers should not be transferred frequently for their better performance. A policy should be framed for fixing minimum period of stay of a judicial officer at a station as frequent transfers further delay delivering the justice and justice delayed is justice denied.
