Job Title: Finance & Grants Manager Place of Work: Yangon Grade: TBC Reporting to position: 4 Budget Responsibility: Yes Child Protection Level: 2 (The responsibilities of the post may not require the post holder to have regular contact with children or young people but they may have infrequent contact, usually with of children and young people) 1. Duration : Two Years (with extension depending on performance and funding) 2. Job Purpose: The Myanmar Education Consortium is a newly established multi-donor trust fund to strengthen civil society actors in the education sector. The Finance and Grants Manager will play a key role in establishing and managing grants systems for partner organisations, including risk management, capacity building and reporting. Functional finance and support services will be performed by the lead agency of the consortium initially and this role will be required to work closely with counterparts within the lead agency to ensure effective financial management. 3. Key areas of accountability: 3.1. Grant Management • Contribute to the ongoing development of the Grant Management Strategy, including setting up a Trust Fund. • In collaboration with the Organisational Development team, develop toolkits to support the Grant Management Strategy including Calls for Proposals, Proposal Assessments, Organisational Assessments, Selection Criteria, Contract and ToR templates, Capacity Building Plans and reporting templates. • Take the lead role in managing grant administration and ensuring all grants are managed effectively and in compliance with organisational and donor requirements. • Ensure that partner risk is appropriately assessed and managed for each grant. • Manage all external audits. • In collaboration with the external auditor, ensure that audit programmes appropriately indentify key areas of risk and ensure that identified areas of risk are properly mitigated • Develop and deliver training programs on financial and organisational management for MEC members including tailored training for each organisation. Act as first point of contact for ongoing support on financial and administrative issues. • Review partner budgets, cash flow forecasts and reports and ensure that funding tranches are delivered as contracted. • Contribute to the development of an organisational Value for Money strategy and ensure that this is integrated into grant management and organisational support service delivery. • In collaboration with Director Finance and Grants, review and develop suitable software to support Grant Management. • Build supportive and accountable relations with all partner organisations including donors, consortium members and peer organisations. 3.2. Support Services • Establish Service Level Agreements with Lead Agency Finance and Support Services teams and work collaboratively with Lead Agency colleagues to ensure that all administrative needs of MEC are met. • Review and, where appropriate, revise current operational systems for the MEC team. • Coordinate with other senior managers to effectively plan administrative support requirements, including recruitment, travel and procurement. • Assist with budget management and prepare management reports as required. 3.3. Team Management • Ensure the team is appropriately structured and staffed to deliver agreed objectives. • Contribute to organisational planning and manage team and individual work plans to ensure delivery against organisational objectives. • Develop training plans to address learning needs within the team and actor as a coach and mentor to other team members. • Build strong, collaborative working relations between the Finance & Grants and other teams within the MEC and Save the Children. • Deputise for Finance and Grants Director as required. 4. Person specification • Recognised professional qualification in finance or advanced university qualification in finance or business administration. • Minimum of three years of proven experience in financial management position. Experience of grant management, fund management, organisational development, working with national organisations and experience in the humanitarian / development sector strongly desirable. • Highly developed analytical and communication skills, including ability to develop organisational strategy and excellent oral and written English communication skills. • Familiarity with and supportive attitude towards processes of strengthening local organizations and building local capacities for self-management. • Proven practical experience in training and capacity-building of staff and partners. • Demonstrated interpersonal skills, sound judgment, planning, team building and facilitating skills. • Competence in using information technology including advanced knowledge of financial management systems and Excel. • Ability to work in an environment of rapid change and uncertainty where the emphasis is on the designing and developing new systems rather than the maintenance of existing systems. • Commitment to and understanding of Save the Children’s aims, values and principles • Ability and willingness to travel domestically and internationally as assigned Interested and qualified candidates are requested to send an Application Letter, Curriculum Vitae and Clearance of Criminal Record (by resident township police station) ( all attached file should be in Microsoft Office or Adobe Acrobat format only, not to send with Jpg file) to: Human Resources Department| Save the Children| Wizaya Plaza-First Floor| 226 U Wisara Road| Bahan Township| Yangon| Myanmar Email address: [email protected] Not later than 5 P.M., 18 September 2013(Wednesday).
