Joe D Cruz Coastal Governance in India Submitted to Government of India on 25th June 2014 By R.N. Joe D’ Cruz Major Recommendations: • Create of general awareness on coastal living, traditional fishing rights and the Government schemes available to the coastal people through various micro level programmes like Jan Shikshan Sansthan. • Reorganize State Resource Centers and give importance to respective states coastal area development. Create of Fisher women forums at the national level and encouragement of self-employment of fisher womenfolk. Coastal governance should have fisherwomen participation. • Create Knowledge-Culture Centers for the documentation of traditional fishery knowledge and culture of coastal regions along with sustained documentation of traditional fishing knowledge base to the Traditional Knowledge Digital Library (TKDL). • In-Shore for Traditional Fishermen, off-Shore for fishermen with mechanized boats and deep sea for Trawlers should be officially declared and monitored. Ban bottom trawling operation in the In-Shore and Offshore fishery area [within 12 NM] and promote the occupational fishermen to undertake Deep sea fishing. • Introduction of legislative and parliamentary constituencies on the coast without affecting the upland communities and their administrative system. • Development of Eco-tourism and cultural-tourism centers in the backwaters without affecting traditional fishing and sailing vessel operation and with the involvement of the local coastal communities. • Recognize Coastal Shipping and promote cargo carriage on sailing vessel operation on the coast. Strengthen sailing vessel trade between neighboring countries like Srilanka and Gulf. • Update and implement Murari Commission report which provides sound and empathetic knowledge in order to protect the livelihood traditional of fishermen. • Include all traditional fishermen communities in the Scheduled Tribe list and give preference to them in the Coast Guard, Fishery department employment and state’s Marine Police Departments. • Establishment of separate Central Ministry for Fisheries to govern the coast.
