Judge tosses contract with new Monticello village manager MONTICELLO – The contract the outgoing Monticello Village Board approved in the final days of its majority on the board of trustees to hire Allan Thompson as village manager has been found to be “invalid and unenforceable” by Acting State Supreme Court Justice Mark Meddaugh. The village board majority, led by Mayor Gordon Jenkins in mid-Mark appointed the former Spring Valley village mayor to village manager for a two-year term. The contract included an annual salary of $78,000 and required it be paid in full if the new board majority wanted to replace him. That new majority, including existing trustees Carmen Rue and Larissa Bennett, and new trustees Jill Weyer and Douglas Solomon, filed an Article 78 proceeding in court contending a public hearing the Jenkins majority set for the manager fell short of the required number of days after the appointment. They also argued that village law requires that the manager live in Sullivan County. Thompson lives in Spring Valley in Rockland County and Jenkins said he also had a residence in Orange County.
