Julian San German, 18, of Royal City, is in critical condition this morning at Providence Sacred Heart Hospital in Spokane. He was a passenger in the car driven by Oscar J. Ramirez, 18, of Quincy, which was involved in the two-car collision near Rock Island Dam last Friday afternoon. The accident left motorists stranded for hours in backed up traffic on Hwy. 28. All five others involved in the accident were either in satisfactory condition or were treated and released at Central Washington Hospital, according to a State Patrol report.
