Kenneth Shear Civil Gideon Legal Justice Essay Competition” The Philadelphia Bar Association and Philadelphia Bar Foundation are pleased to announce the “Kenneth Shear Civil Gideon Legal Justice Essay Competition and Scholarship Fund”. The purpose of the Kenneth Shear Essay Competition, which will be held annually, is to award a scholarship of $1,500 to a second or third year law student from one of the Philadelphia area law schools who writes the best short essay on the subject of Civil Gideon (i.e., the concept of a legal right to counsel in civil cases in which basic human needs are at stake). Within six months of receiving the Award, the scholarship recipient will provide, on a strictly volunteer basis, under the direct supervision of the Executive Director of the Bar Foundation, 40 hours of service assisting the Philadelphia Bar Foundation in its activities with the Philadelphia Bar Association Civil Gideon and Access to Justice Task Force, the statewide Civil Legal Justice Coalition and/or a future statewide Access to Justice Commission, or with another Philadelphia Bar Foundation project dedicated to promoting equal access to justice.
