The onlookers are for the most part, ligitimately concerned; whereas the instigators clearly have ulteria motives. Sequence of EVENTS: this person did not respond appropriately to the authority of the police even after given ample time to do so... Officers have a charge to control crowds… and are taught a myrid of techniques and strategies to do so; *if a suspect fails to cooperate… s/he can expect that undesireable consequences will almost certainly follow.
