Earlier this week, the Hunter Community Environment Centre received a leaked Conditions of Approval report for the controversial proposed fourth coal terminal in Newcastle (T4). The 28 page approval document complete with consent conditions was written by the NSW Planning Department before the Planning Assessment Commission (PAC) that is meant to be the independent umpire has even begun their formal assessment of T4. Premier Barry O’Farrell promised a planning system that was transparent, rigorous and above corruption. But this is the opposite – a broken and potentially corrupt system that excludes the community from meaningful input. We need your help to restore integrity and demand proper process for Planning Assessment Commissions. More than 1,000 groups and individuals made submissions expressing opposition to the terminal and 150 participated in the T4 People’s Commission in October 2013 to rehearse their presentations for the PAC’s public hearings.
