Leanne Manas seem to be out of debt with Public Service policies w.r.t Leave without pay in particular in the SAPS cluster. The explanation from SAPS spokeperson was precise and clear. The officicial technically dismissed herself by absconding for 30 or more days. Error was commited by govt representative during Bargaining Council of reaching an agreement he does not have an mandate or authority to i.e reinstate without delegate authority approval. In fairness the dept reinstated the official retrospectively from the date commited by the errotic govt rep. The appealant was not suppose to be reinstated as per policy guideline, finish and klaar. To continue to persued knowing you have no case the state will appeal for the reversal of the unauthorised agreement. Let you be warned it drags and is costing a lot.
