Life in the civil service Every year, we attend mandatory ethics training. It covers all of the unethical aspects of felony larceny. There are a few things it misses. Today, a person of importance, went directly to my disbursing officers, bypassing me and presumably bypassing my boss and hiss boss, all Afghans, and told them to make a few disbursements for development programs. That is what we do. They said they couldnt and referred her to me. She should have come to me in the first place, but I suspect she knew the answer. Basically, there are numerous conditions precedent that must be met before any disbursement can be made for any reason. These are quite lacking in this situation. So, She got the answer she didnt want and left. Later, I told my Number 1 boss about the event and she said, I explained all of that to her yesterday. Later, my Number 2 came to me and said, basically, I already told her no 3 times. Another example of why Federal Ethics training is a waste of time. One thing I like about my Afghan colleagues is that they have balls that a lot of the Americans I work with lack.
