Lobbies exist because parliaments have too much power to bestow privileges. If we remove lobbies they will return because they are the rational response to the very existence of that power. Reduce the legislative and regulative powers, and the very incentives to lobbying will disappear, except the incentives to create an all-powerful legislative or regulatory authority (almost always a government-backed cartel) by those who think can benefit out of it. I believe that the diffuse/concentrated argument in public choice, and similar ones concerning information, rationality, short-termism and organization, proves that democracy will always be oligarchic. Even the most democratic power in old-style democracies, trade unions, benefited members over non-members, old against young (in Italy: pensioners over workers!!!), employed vs unemployed... Soveireignty of the people is just ideological drivel. Power is always power of a minority, and the only defense against power is to reduce its extent and make its wielding more transparent, as it is impossible to avoid that politically successful groups will exploit unsuccessful groups.
