MEDIA AND PUBLIC ADVISORY NEWS EDITORS/ASSIGNMENT EDITORS FOR IMMEDIATE RELEASE YOUTH PROGRAM PROVIDES SKILLS TO UNEMPLOYED YOUTH IN EC 15 June 2014 EAST LONDON -----The Eastern Cape Department of Human Settlements has, in an effort to address youth unemployment and skills shortage devised a youth build program that provides unemployed youth with job training and skills development in the construction industry. The Department facilitates the youth development program within the sector through Municipalities, National Home Builders Registration (NHBRC) and the National Youth Development Agency (NYDA). This program is informed by the Framework for participation and empowerment of youth in human settlements that was approved By Technical Minmec on the 10th March 2010. “Youth is recruited to participate in the delivery of the Human Settlements through service within their communities wherein they take part in Building houses under supervision of experienced contractors as well as any other Human Settlements related activities,” said MEC Helen Sauls-August. Formal accredited unit standards technical training at National Qualification Framework level 3 (NQF Level 3) is provided to youth to enable them to meet the stringent building standards. After the Technical training the Province assist in negotiating with the relevant institutions (FET Colleges) learnership so that the youth can become Artisan. 132 youth have already been trained by NHBRC in Construction Management, Bricklaying and plastering which is equivalent to NQF Level 3. “As part of the national initiative to create empowerment opportunities for the youth, the Department has approached FET Colleges to train the youth further up to NQF Level 6 which is a qualification for the Artisan,” she concluded. So far 32 youths are currently enrolled in P.E College on Civil Engineering and 49 enrolled in KSD FET College for Bricklaying, Plastering. The unemployed youth have already built 200 completed houses in Kirkwood, Chetty, Port St Johns and Mount Pleasant in Fort Beaufort.
