MSW Full Time Matrix Human Services is seeking a Quality Director. Position Objective: Provide clinical and management leadership and a positive team oriented work environment. Identify and obtain resources and support necessary to achieve the mission of the division. Lead the Council On Accreditation (COA) process and the revisions, implementation, and coordination of the Performance Quality Improvement Plan. Assume the role of Recipient Rights/HIPPA Officer. Qualifications: Master’s Degree in Social Work or other Human Service field of study; Five years’ experience in administration of human services programs with demonstrated experience in program, personnel, and fiscal management; Knowledge of COA, COA peer reviewer preferred. Will consider other experience with like accreditation organizations; Grant writing ability and experience preferred; Demonstrated computer skills; Ability to develop and evaluate and report on goals and outcomes and apply information to enhance quality programs; Ability to set priorities and meet deadlines; Excellent oral and written language skills and abilities; Demonstrated time management skills, leadership and organizational ability; Knowledge of basic principles of development, marketing and public relations; Knowledge of the local human service network and public and private funding structure; Ability to function independently at the division level and to contribute to the broader Matrix management team; Resourceful, patient and sensitive to the needs of clients and staff; Competent and sensitive to diverse community needs; Knowledge of the community; Cultural sensitivity with a commitment to family preservation; Must have ability to act as an advocate for programs and human rights; Must have transportation, insurance and valid driver’s license in order to attend meetings, training, and other events; Engage in fundraising and social capital/networking initiatives; and Other duties as assigned. Note: Equivalent combinations of education and experience that provide the required knowledge, skills and abilities, will be evaluated on an individual basis. Continuous Quality Improvement and Ethical Conduct: All personnel of Matrix must adhere to the NASW Code of Ethics and incorporate Continuous Quality Improvement efforts into their everyday performance. Responsibilities include but are not limited to the following: Recipient Rights/HIPPA Develop and routinely review privacy policies and procedures. Receive, review and investigate complaints. Make recommendations for quality improvement plans for substantiated complaints. Document findings and maintain complaint files. Report on complaints to CEO, Administrative Team, Performance Quality Improvement Committee and Board quarterly. Performance Quality Improvement: Assist in the yearly review, update, and coordination of a Performance Quality Improvement Plan. Coordinate the preparation of the quarterly quality improvement reports; communicate quality improvement data and activities. Assist in the development, evaluation and reporting of targeted PQI projects. Lead and prepare the agenda for the Quality Improvement Committee. Report on QI Activities and track minutes to ensure that committee recommendations are acted upon. Review audits from licensors and funders and assist Program Managers to develop and implement corrective action plans, if needed, on a timely basis. Monitor agency-wide data entry on Genesis Universe, COPA and ancillary data tracking systems to ensure and maintain quality and integrity of all data collection. Prepare and guide agency in aggregated and individual program data analysis for purposes of research, grants, funders, and agency use in promoting programs and the Transitions to Success Model. Assist in development of agency data criteria and reports. Knowledge of all agency programs licensing guidelines, requirements, standards and protocols. Leadership: Provide leadership and a positive environment for community relations. Represent Matrix consistent with the highest professional standards. Serve as a liaison in collaboration with human service providers, funding agents, and other Matrix Divisions to maximize effective and unduplicated services. Act as a lead trainer for Transition to Success trainings for internal staff. Act as lead trainer and promoter of the TTS model in external hubs of service for the local, regional, and national audiences. Advocate for allocation of public and private resources. Participate in appropriate leadership meetings. Work with Matrix Marketing Department and other designated Matrix staff to facilitate marketing and fundraising activities. Perform other duties as assigned.
