POSITION OBJECTIVE Responsible for the timely and accurate processing of the weekly company payroll. Manage the Train and Engine (T&E) Payroll to ensure employees are paid timely and accurately in compliance with ACRE contractual agreements. RESPONSIBILITIES Processing of weekly payroll/time and labor close. Ensure timely and accurate processing of all Metro-North Railroad employees pay. Payroll processing functions include: Understand and implement the Collective Bargaining Agreements for Train and Engine employees and Corporate Policy and Procedures as they impact payments to employees. Audit and review pre and post Payroll documents for T&E and Management employees to ensure compliance with Metro North and governmental requirements. Ensure appropriate files are verified and audit trail is maintained for each payroll close (i.e., Kronos and CMS files). Work closely with the Business Service Center, Human Resources and IT to resolve Kronos, PeopleSoft and CMS issues. Manage other payroll processes and ad-hoc duties. Manage and develop staff. Manage processing of employee entitlement payments (e.g., 13C, TVM, Auto, etc.). Manage the verification and annual uploads of T&E (including 1/52nd vacation rate), Intercompany transfers and Management employees Vacation, Sick and Personal time. Review and analyze current processes with the aim of enhancing efficiencies and the productivity of the department. REQUIRED QUALIFICATIONS Experience managing/supervising payroll functions. Proficient in PC applications, MS Word, Excel, Access and or comparable applications. Must be a motivated individual who can make effective decisions within limited timeframes. Demonstrated ability to exercise a high level of independent judgment and decision making. Must be able to interface with all departments both within the company as well as external contacts. Must have knowledge of the rules that govern payment to union and managerial employees, as well as state and federal regulations pertaining to payment of wages. Must have good time management and organizational skills in order to meet continuous critical deadlines. Ability to work independently to meet objectives. Ability to effectively direct the work of subordinates. Demonstrated effective verbal and written communication skills. Strong analytical and problem solving skills with the ability to identify and analyze problems and evaluate alternative solutions. REQUIRED EDUCATION/EXPERIENCE Bachelors degree, major in Accounting/Finance or related field and minimum 5 years of experience in payroll, accounting, or finance. Or Associates degree, major in Accounting/Finance or related field and a minimum of 7 years of experience in payroll, accounting, or finance. Minimum 3 years managing/supervising a diverse staff and/or projects related to payroll. PREFERRED EDUCATION/EXPERIENCE Knowledge of Collective Bargaining Agreements. Knowledge of the PeopleSoft/Kronos system. SELECTION CRITERIA To be selected for a position, an applicant must: (1) meet the minimum requirements in the job posting, (2) pass a written examination (if applicable), (3) satisfy a background investigation (which includes credit, if applicable), and (4) pass an oral interview, during which the interviewers will further evaluate the applicants qualifications for the position. Because the selection process is competitive, not all qualified applicants are granted an interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records, their performance assessments, and of their time and attendance records (including early quits and late starts) for the preceding 30 months. During the 30 month review period, the maximum number of occurrences allowed is 15, and the maximum number of patterns allowed is 8. (An occurrence is any absence or consecutive absences of four or more hours, and a pattern is an absence preceding or following rest days, holidays, vacation days, etc.) For employees with fewer than 30 months of service, the entire period of their employment is reviewed, and the maximum allowable number of incidents is pro-rated. Absences excused in accordance with Company Operating Procedures are not included for purposes of assessing whether attendance is satisfactory. If occurrences and/or patterns exceed the maximums allowed, the employees attendance is deemed unsatisfactory, and he or she is disqualified from further consideration, even if he or she has not been previously warned about his/her attendance.
