MINIUMUM QUALIFICATIONS REQUIRED: To be rated qualified for this job, an applicant must meet all of the MQs listed below at the time of vacancy announcement closure. 1. A Bachelors Degree in Engineering which provides a strong foundation for success in the DUTIES in this job description, or an equivalent combination of education, experience and training that totals four years. 2. Ten (10) years of progressively responsible experience in quality assurance management on large design build projects that includes substantive work in most of the DUTIES in this job description including: (a) Managing quality assurance and quality control programs or quality management systems for large scale public works projects, and (b) Managing and performing quality audit and surveillance oversight programs for direct hire and subcontractor-performed construction, and (c) Experience performing pre-qualification surveys, inspections, audits, and surveillance during construction projects, and (d) Reviewing contractor design-build plans for quality assurance controls (such as procedures and instructions for systemically assuring and controlling quality, preventing defects, and resolving quality issues) and ensuring they meet standards, (e) Personally performing quality assurance inspections, and (f) Verifying adherence to quality plans and procedures, rating quality control and identifying defects and assuring corrections, and assessing the, effectiveness of quality controls/procedures. 3. Ability to perform successfully as a first line supervisor (such as the ability to deploy personnel, monitor work operations, and obtain effective results). 4. Ability to be certified as a Quality Management System Lead Auditor from RABQSA or an equivalent certifying body within 1 year of hire. 5. Must have a valid State driver’s license. PREFERRED QUALIFICATIONS: The qualifications listed below (if any) are preferred and may be considered in the selection process, but are not required to be rated qualified for this job. 1. Licensed as a Professional Engineer in the Commonwealth of Virginia or eligible for licensure by comity. 2. Experience in directing a quality assurance and quality control program for a major public works project (a project costing over $500 million). 3. Experience in managing Quality Program Plans/Quality Management System for rail transit projects. 4. Certified as a Quality Management System Lead Auditor from RABQSA or an equivalent certifying body. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: A Master’s Degree in Engineering may be substituted for two of required experience.
