Ministry of Irrigation and Water Resources Management Recruitment of Trainee Engineering Assistants for the 2013/2014 Academic Year Entry Requirements, Conditions of the Training and Instructions for Applicants Applications are hereby invited from the citizens of Sri Lanka, who possess the under mentioned qualifications, for the Training Course of Engineering Assistants, conducted by the Kothmale International Training Institute (KITI), and Irrigation Training Institute at Galgamuwa (ITI), which are functioning under the Ministry of Irrigation and Water Resources Management (M/IWRM). The course will be conducted in English medium, and the duration of the course is three years. During the first and third years, trainees have to undergo an extensive academic programme, and an on the job training will be given in the field during the second year. Selection of trainees will be done based on the order of aggregate marks obtained in a written exam, followed by an interview. Additional capabilities and extracurricular activities of the applicants will be given due recognition in the interview. Since the course is conducted in English medium, fluency in English will be considered as an added qualification. Selected applicants will be recruited as Trainee Engineering Assistants on contract basis under the Ministry. An all inclusive training allowance of Rs. 10,000/- per month will be paid to the trainees, during the training period. Trainees should enter into a bond, agreeing to serve under this Ministry or any other Government institution stipulated by the Ministry, for a period of five years after satisfactory completion of the training. After the satisfactory completion of the training, the trained personnel will be given contract basis appointments as Engineering Assistants, and will be attached to the ongoing projects of this Ministry. During the first two years of their employment as Engineering Assistants, they can apply for permanent posts in the institutions coming under the purview of this Ministry. After completion of two years, and during the next three years period, they can apply for the posts available in any Government organization. After completion of five years, the trained personnel have the liberty to find employment even in any private organization too. Minimum qualifications required 1. Shall be a person with good health, and age being less than 25 years, at the date of closing of applications. 2. A pass in the G.C.E. (Ordinary Level) examination in six subjects, with credit passes for five subjects including Sinhala/Tamil, English, Mathematics and Science, in not more than two sittings. 3. A pass in the G.C.E. (Advanced Level) examination with three subjects in Mathematics stream, in one sitting. 4. Shall not be a person registered for a degree or diploma level course in a university coming under the purview of University Grants Commission or an educational institute functioning under the Ministry of Skill Development. The course will be conducted in semester basis, and at the end of each semester, the trainee has to sit for a examination. The learning process includes face to face lecture sessions, tutorials/assignments, practical sessions, field visits, case studies etc. depending on the course modules, as outlined in the Module Descriptor. The criteria for satisfactory academic progress are given below. Criteria for satisfactory academic progress 1. Quantitative requirement (Quantity of academic work completed) i. A student must successfully complete at least 80% of all lecture hours. The rest of 20% includes medical and all other approved leaves. ii. Cumulative 80% completion of lecture hours is required for each academic term (semester). iii. A student must successfully complete 100% of course works / practicals for each semester. 2. Qualitative requirement (Quality of academic work completed) i. Students’ Grade Point Average (GPA) will be evaluated at the end of each semester. A student must have minimum GPA of 2.0 according to the following criteria, A+ - 4.3 ( > 85%) A - 4.0 ( 80 - 85%) A- - 3.7 ( 75 - 80%) B+ - 3.3 ( 70 - 75%) B - 3.0 ( 65 - 70%) B- - 2.7 ( 60 - 65%) C+ - 2.3 ( 55 - 60%) C - 2.0 ( 50 - 55%) C- - 1.7 ( 45 - 50%) D+ - 1.3 ( 40 - 45%) D - 1.0 ( 35 - 40%) D- - 0.7 ( 30 - 35%) F - 0.0 ( < 30%) Even though a student has average GPA of 2.0 or above, he or she is not allowed to keep more than two C- s for all semesters. Besides that, he or she is not allowed to keep D+ or below results for any subject including the subjects ‘Tamil’ and ‘English’. ii. Failure to maintain the above requirements will result in suspension of training allowance, until the completion of the requirements in a repeat exam, subject to the conditions stated under 4 - i hereof. This facility will be provided without any residential facilities. iii. Further extensions are considered case by case, without financial aid. iv. The maximum grade that a student can achieve after sitting for a repeat exam is “C”. 3. Diploma completion requirement i. Complete 80% attendance for lecture sessions (In order to sit for the exam) ii. Complete 100% Practical iii. Get GPA - 2 or above for all subjects iv. Satisfactory completion of one year on the job training (will be evaluated based on daily diary, report and viva) 4. Failure to meet satisfactory academic progress i. Student will be able to sit for one additional repeat exam (All together he or she can sit three times for a particular subject, first – original session, second – repeat exam, third – additional repeat exam). ii. Payment of training allowance will be terminated if the student fails to complete the academic requirements even at the additional repeat exam. iii. After successful completion of all the examinations in the first year, student will be able to apply for the on the job training. 5. On the job training requirement i. Student must complete the daily diary with the approval of site manager and duly submit two weeks before the viva. ii. An appointed panel will visit to site and inspect the progress without prior notice. iii. Evaluation criteria, a. Daily diary – 30% b. Training report – 30% c. Viva and Presentation on Industrial training – 30% d. Presentation and Communication skills - 10% iv. When the students are called to attend an academic lecture in need, the employer should release them following due administrative procedures. The closing date of applications is 18th September 2013. Applications should be filled in English only. Duly completed applications should be sent by registered post or hand delivered to reach the office of the undersigned, on or before the closing date. Late applications will not be entertained. Applications sent by e-mail or fax will not be accepted. Short listed applicants having highest qualifications will be allowed to sit the written examination. This Ministry reserves the right to accept or reject any application.
