.Mirwaiz Molvi Mohammad Umar farooq has filed a petition in State Human Rights Commission (SHRC) and sought registration of a case against BSF and policemen and arrest of the troopers involved in killing of four people at Gool area of Ramban district last week. The petition has been filed on behalf of Head of Hurriyat (M) legal cell, Abdul Manan Bukhari, through counsel Ajiaz Ahmad Dar. “We have received the petition and it has been listed for hearing tomorrow. Our Jammu office has already taken suo motto cognizance of the Gool, Ramban killings,” SHRC member Tariq Banday told Rising Kashmir. Bukhari in his petition had sought registration of FIR against the BSF men involved in the killing and their arrest. “The BSF men of 76 battalion and policemen involved in killing of four innocent civilians should be suspended. A commission of inquiry by some competent judicial officer should be constituted within a week’s time to probe the incident. The commission should submit its report within two weeks,” Bukhari pleaded in the petition. On July 18, Manzoor Ahmad Shan, Javid Ahmad, Abdul Lateef and Farooq Ahmad Beigh were killed and over 40 people injured when BSF and policemen men at Dharam, Gool opened fire on people, who were they were protesting against beating of local Imam and desecration of Holy Quran by the border guards. The petition said the civilian killing has caused great resentment amongst the population. “BSF and policemen had violated Articles 25 to 28 of Indian Constitution, which guarantees a person the right to religion. BSF and policemen have crossed all the limits”. “The rule of law must prevail and nobody should be allowed to take law into his own hands. When a common man is being punished for his illegal actions, then why not the men in uniform who know the pros and cons of the law,” it reads. Bukhari in his petition said the concept of right to life and liberty has been curtailed by the forces and they have been drawing pleasure by these incidents. “They have no regard and respect for humanity as if they have lost their conscience and the sense of their responsibilities by playing with the precious lives of the innocents and unarmed civilians,” added the petiti
