Modernization of Land Records to begin soon in J&K JAMMU, DECEMBER 26: An ambitious project to provide digital land titling guarantee to the people of Jammu and Kashmir has been launched with the first step of putting out a Request For Proposal (RFP) in the public domain. The project includes Data Entry, Digitization (Vectorization) of Cadastral Maps, (Musavis), Survey/ Re-Survey for up- dation of land records, Integration with Record of Rights (RORs), Management of old Revenue Documents, Development of Web-based GIS for running various applications together with training and capacity building. For ensuring that the project is completed in a time bound manner, proposals for outsourcing this entire work to competent and experienced IT service providers have been invited by January 24th, 2015. In J&K, an empowered Agency viz; Jammu & Kashmir Land Records Management ( JaKLaRMA), headed by Financial Commissioner (Revenue) as its Chief Executive Officer in an Ex-officio capacity, is handling this project. Set up in 2013, JaKLaRMA with a series of hectic meetings with the Union Ministry of Rural Development, Department of Land Resources, has succeeded in getting approval of an Annual Action Plan for Rs. 60.00 crore of 12 districts of J&K for Phase-I. To begin with, the Agency has planned to take two districts viz; Jammu and Srinagar in phase-I, 10 more districts in phase-II and the remaining 10 districts in phase-III so as to complete this entire project in a time bound manner. Accordingly, the Agency has formulated a request for proposal (RFP) for inviting IT solution providers for outsourcing the activities involved in the implementation of the National Land Records Modernization Project in the State. The RFP after approval from the Executive Body of the Agency has been floated on the official web-site of the F.C. (Revenue) viz; JKfcr.nic.in. Five perspective bidders have already submitted some queries which were responded to. A pre-bid conference was thereafter held on 23-12-2014 wherein on the request of perspective bidders; the Agency has extended the bid submission date to 20th Jan. 2015 for receiving complete proposals. The revised schedule has also been uploaded on the official web-site. The dream is to enable all land holders in J&K to get a copy of their land holdings from the internet, without the intervention of any revenue official. The software will also allow all updations on account of sale, inheritance; mortgages etc. online and bring much needed transparency to this sector. The survey-resurvey involved, if any, in this exercise shall also be outsourced with the existing revenue officials only authenticating the record so prepared by the selected service provider. This will ensure that settlement operations too are carried out side-by-side with these modernization efforts.
