The problem is you have no idea which cop will kill someone next. The victim is dead and cant tell his side of the story. The cop has a very good reason to lie and paint the picture in the light most favorable to him to avoid conviction. He will either be assisted by his brother officers, or they will just be silent. The prosecutor has a deep conflict because he/she needs them to be witnesses every single day in order to convict crooks.
