Managed the environmental engineering for the Black Rock Reservoir Feasibility Project developed by the Yakima Basin Storage Alliance. Provided natural resources management, liaison for YBSA to federal, state and tribal governments, cultural resources management and public involvement processes. Served as the project lead on the Yakama Hydroelectric Project with 15 other consulting entities. Developed an Initial Consultation Document, including Cultural Resources, Regional energy Coordination, Distribution and Generation, Reservoir, Powerhouse and Spillway operations, Geology and Soils, Botanical and Wildlife Resources, Social and Economic Conditions, Physiography and Climate and Land Use Plans. Served as Executive Director of the Columbia River Inter-Tribal Fish Commission. Directed the development of cultural, governmental, legal, financial, economic and natural resources management for the Commission, owned by the Yakama, Umatilla, Warm Springs and Nez Perce Tribes. Served as a negotiator on the United States/Canada Pacific Salmon delegation. Allocated salmon between the two nations on a sustainable yield basis. Appointed by the Secretary of State. Served as an Alternate Commissioner on the Pacific Salmon Commission. Represented the Yakama, Warm Springs, Nez Perce and Umatilla tribes in implementing the Treaty between Canada and the United States of 1985 for the conservation, management and optimum production of Pacific Salmon. Appointed by the Secretary of Interior. Served on the Presidents Council on Sustainable Development. This 25 member Council included seven members of the Presidents Cabinet, CEOs from major national corporations, Leaders of top environmental organizations, Leaders from the AFL-CIO, NAACP, National Association of Counties, Hispanic Community and Native American Community. Its charge was to recommend a national action strategy for sustainable development. The primary areas of focus included, Health and Environment, Economic Prosperity, Conservation of Nature, Sustainable Communities, Civic Engagement, Population, International stewardship and Education. Appointed as Co-Chair of the Natural Resources Task Force. Appointed to the Council by President Clinton. Served on the Grand Canyon Visibility Transport Commission. The Commission was formed by Congress to advise the EPA on strategies for protecting the Grand Canyon and other national parks and wilderness areas. Extensive reviews of scientific, technical and other information were completed to advance knowledge on regional haze and the causes of declining air quality. Served as treasurer of CITIPAC, an international company formed to promote trade among interests in the U.S., Peoples Republic of China and Federated States of Micronesia. Served as Comptroller of the Yakama Nation. Developed the Risk Management Program, Coordinated Health Systems, Investments Portfolio and Annual tribal/federal budget. Served as a technical advisor to the Presidents Commission on Indian Reservation Economies. Participated on three exploratory and trade missions to the Pacific Rim countries. Strong’s list of accomplishments include serving on the President’s Council on Sustainable Development for President Bill Clinton. He also successfully mediated disagreements between Native Americans and governmental agencies in the Pacific Northwest over the salmon fishery. He is currently the owner and President of Twilight Lodge Development Company, specializing in cultural resources management, tribal economic development and natural resources management.
