My colleague Pat Vella Briffa and I have just given a talk at the Association for Educational Assessment Conference at the Sorbonne, Paris. We discussed the work that went into the design and implementation of a high stakes English speaking examination. This was the result of a three-year project that involved the construction of detailed specifications, the creation of specimen test materials, moderation, trialling, rating scale calibration, and examiner training. The audience was made up of test developers and assessment experts from a wide variety of countries and they were supportive of our central thesis that teachers involvement in high stakes testing can lead to a number of benefits. We plan to publish our paper in the near future. We thank our colleagues Joseph Gerardi, Andrew Farrugia, Odette Vassallo and Clyde Borg for collaborating with us in developing this examination.
